displaying form data in html action page

We don't know what server scripting language we will be using. Until we decide 
on a scripting language, I need to create a form and then display the 
information entered on another html page after submitting. Could I pass this 
form information in the URL and display it on the action page? The data entered 
will need to go into a text file. Any ideas how to get this to work?
