Hi, php scripts are identified by the tags. In the first case, the code has the php tag, i.e you are fetching the location value using the php script and so people would not be able to edit any of the regions involving php. The user will be able to see the php shield. In the second case, its just another link so the user will be able to edit the link etc as you have removed the php tag. Go to administer website -> edit role settings -> editing, if you give allow editing of forms php tags, then user will be able to delete the php shield shown in the html while editing.
