User_rights problem when transfering

Hi, i am hoping someone can help on this.

 We have had to transfer contribute to a new machine due to the old one 'giving 
up the ghost'.
 However on trying to connect to the site on the new machine we are greeted 
with an error referring to 'user_rights'.

 I have been advised that we probablyneed to deactivate the old contribute 
installation however :

 [bullet]Is this necessary as installation seems to be find - just an error on 
connection [/bullet]
 [bullet]How do we do this[/bullet]
 [bullet]If the old machine/drive cannot be accessed (i.e. to deactivate) how 
can we re-activate on the new machine[/bullet]
