Okay, I can get the checkboxes to work -- except that I'm not passing the POLID 
or the relevant checkbox either.  It's passing empty strings.

 I suspect I need to eat lunch and let the back of my brain work on this for a 
bit.  :(  This is the part of coding that makes me want to cry.
