Got on a phone with GoDaddy with a tech that really knew what was going on.

 The first problem was that the previous tech didn't tell me the proper place 
to put the web site databases.  Which then I had to change to code to match the 
new location.  Once I did that it worked fine.

 Thanks to anyone who thought about it...
