 Filter those out in the where clause of your 1st query.  So I guess member 
number is not the primary key then.

 Regarding:
 Next it needs to determine if an existing members email address in the NetNews 
database has changed in Members and update the email address in NetNews. How 
can I do this?

 I just did a job like this this week.  Are you logging changes to the email 
address?  How are these addresses being changed?
