Coldfusion Payment Verification App

I am a web designer/ medium-level developer who use adobe products from when 
they were macromedia, flash being my favorite. I have a job am working on; the 
most challenging so far. I wish to build a verification application that works 
like using gift certificates to purchase songs on itunes. No credit card 
payments or verification, just pre-paid vouchers. Can coldfusion take care of 
this technology? If yes, pls how do i go about it or where can i purchase the 
application ?
