I found out that it was the version of IE 6 I was testing against.  It was the 
original version of IE 6 which I installed using MultipleIEInstaller.  Once I 
tested the form on the version our organization uses it was fine.  I'm just 
going to leave it alone for now, and try to fix it once I'm done working on 
development
