PDF Widths (document, body, table)???

Can someone explain why the below sample works the way it does? Everything I 
read informs that you should use absolute positioning as opposed to percentage 
for performance reasons, but it would appear that percentage is the only thing 
that is half-way predictable.

 In the below sampe, theoretically the three [HR] tags should equal each other 
on a 8.5in page... they do not however...

 <cfdocument format="pdf" pagewidth="8.5" unit="in" margintop=".25">
        <style type="text/css">
                HR {
                        width:8.5in;
                }
        </style>
        <p>This pdf document is 8.5in wide</p>
        <hr/>
        <p>The above HR is 8.5in wide</p>
        <table>
                <tr><td><hr/></td></tr>
        </table>
        <p>The above HR is in a table and is 8.5in wide</p>
 </cfdocument>
