Just to clarify, assuming the "link" to your CSS file is client-side, using 
something like <link rel="stylesheet" href="styles.css" type="text/css">, you 
also need to use a client-side reference. 

 So the reference would need to be relative to the client-side page (index.cfm 
in the browser), regardless of where your included header.cfm file is stored on 
the server (because you're using a client- and not a server-side reference to 
styles.css).
