if i read your code correctly, your <cfselect name="ServiceTypeID" ...> is a list of all services, right? you then do not need {ServiceID} in the cfc bind (with it there it is trying to get a value of a form element with name="ServiceID", which you do not have on your page, and pass it to your cfc)
you also should change your function getService in your cfc to have the
ServiceID argument as optional, not required, and in your <cfquery
name="data" ...> inside that function put your WHERE clause inside <cfif
isdefined("Arguments.ServiceID")> so it is processed only when ServiceID
is supplied to the function.
