Cyrus has built-in quota controls that are pretty good, but if you've never set up Cyrus before you'll be in for a bit of a rocky ride; Dovecot, as you know, supports quotas but "I tried to use the quota system from dovecot but I couldn't get it work" tells us nothing about the problems you had. Maybe the "best" solution is to get someone else to set it up for you.
