Done.  Javier: could you please build and upload doc-debian 3.1.6?

Running:

 vi debian/changelog
 vi ~/bin/svn-reuse
 svn-buildpackage -rfakeroot --svn-prebuild=svn-prebuild --svn-reuse --svn-tag

should build it and svn tag it as a release; see
packages/trunk/doc-debian/TODO for the details.

I'll file an ITP for debian-faq, and prepare it for upload.  I expect
that to be ready within about a week.
