Please commit Japanese Etch Release Notes

Hi,

Japanese version of the Etch Release Notes is updated per comments
from a reviewer (also in accordance with English updates from r1.311
to r1.312).  Could you please commit release-notes.ja.po and
release-notes.ja.sgml in a tarball available from URL as follows:

(This tarball is ~100kB of size but did not reach the mailing list...)

Commit Log:

Make some improvements based on comments from TAKEI Nobumitsu
(debian-doc@jp:05336).  Also, update translation from against r1.311
to against r1.312.  [Noritada Kobayashi]
