The release notes for Etch should probably mention the new pdiff feature 
in apt, including the way to turn it off:
        Acquire::Pdiffs { "false"; };

Some people have noted that on a fast connection and infrequent apt 
updates, using the pdiffs may actually be slower than getting the whole 
Packages file.
