Where can I found the Debian API documentation ?

Hi,

the subject says all:

Where can I found the Debian API documentation ?

As an example, I want to know what are the API to build a MenuBar, Add Menus, 
Add MenuItems to the Menus, etc.
Of course, this is a general example, but I could take a specific one that can 
be: How can I get the bottom Menu height (did you call Task Tar or Dock ? Or ?)
