rrdtool 1.3.1-2 was uploaded to unstable a few seconds ago.
Please schedule binNMUs of

lm-sensors
ntop
nfdump
rrdcollect
ganglia-monitor-core
collectd
lm-sensors-3
hobbit

with a dep-wait on librrd-dev 1.3.1-2.
As the projectb on merkel is out of date I can't provide you more
details to the packages unfortunately.
