Please follow the synopsis guidelines in the Developer's Reference

The synopsis should be an appositive claise, not capitalised like the
start of a sentence, and should not conain essentially irrelevant
information like implementation language.

A possible improvement:

    web-based bookmark manager

Can you show the full description here? A prospective sponsor will
want to know what makes this package worthy of addition to Debian,
especially by knowing what makes this package special compared to
others of its type.
