I filed a bug and got an answer:
"The documentation does not say that that is possible, though I agree it could
be better worded." (https://bugzilla.mozilla.org/show_bug.cgi?id=448260)

So it doesn't seem to be possible to install this extension to just
one directory. Would it be a good solution if I install mozvoikko in
/usr/share/mozilla/extensions/{iceweasel_id}/{id} and create a symlink
from /usr/share/mozilla/extensions/{icedove_id}/{id} to that
directory?
