poppler, c-ares and ffmpeg done, blocking of uploads lifted

The transition for which uploads have been blocked this past week is
done, which means you can now make uploads of previously blocked
packages.

As usual, there have been some unexpected problems that made it take a
bit longer than we had hoped for -- sorry for that, and thanks a lot for
your patience and comprehension.
