Here in 3rd world S.Africa where dial-up costs are substantial [relative to earnings] the dumb ISPs don't feedback a telco-line-engaged signal, when the traffic is already too high to take on extra callers. The result is that you are charged for a futile/valueless connection, which just times out or keeps you on hold while costs accumulate. Is there any good reason why the 'engaged signal' can't be fed-back to save the caller useless charges ? Thanks for info, == Chris Glur. |
