Nevermind...

I had defined :

formatTime = T.formatTime defaultTimeLocale

which used the T.formatTime for the UTCTime instance.  The following

 T.formatTime defaultTimeLocale "%Y/%m/%e %k:%M:%S" date

works just fine (date is Localtime)
