it appears that browse-url have problems when the url contains non-
ascii chars.
Examples:
(browse-url "http://en.wikipedia.org/wiki/lycee";)
(browse-url "http://en.wikipedia.org/wiki/lycÃe";)
when i eval the latter, it does nothing.
