I don't know about bash, but with zsh (sorry for the off-topic),
you'd do:
zle-fg() {fg || true}
zle -N zle-fg
bindkey '\M-\C-z' zle-fg
zsh is probably a more obvious choice if you want to transition
from tcsh to a Bourne like shell.
