About:
TAPPy separates a time-series of water levels into the sine waves
representing the tidal components. It uses the least square optimization
and other functions in SciPy. The focus is to make the most accurate
analysis possible. TAPPy only determines the constituents that are
calculable according to the length of the time series.  

Changes:
This version can be used with time series that have missing data and can be
used to filter extreme values.
