there's an output encoding problem in (at least) RT 3.6.1.  This is
Debian bug #416474 [1]. I believe it's the same issue as fsck.com #8156
("Problem with umlauts in text/plain view") [2], so I'm sending this
there and CCing the Debian bug.

When viewing text/plain content behind the 'Download (untitled)' link in
the ticket view, non-ascii characters are UTF8-encoded twice, so they end
up mostly unreadable.

I'm attaching a patch for the test suite that adds a check for this.
This test succeeds for me on 3.4.5 and fails on 3.6.1.

I'm also attaching a patch that fixes this for me. It reverts a change
made between the 3.4 and 3.6 branches.

I can triage this on the latest 3.6 version if needed, but looking at
the SVN repository, the corresponding code hasn't changed.
