regarding a fwanalog process should not be allowed to run twice with the same 
configuration file

talking about this indicates a serious mail system misconfiguration
somewhere.  Please contact me immediately.)

fwanalog should check at startup that an already-running process is not
already started with the same configuration file, because otherwise it
gets stuck while trying to access some files.
