I think its time to close this bug too. Imlib2 uses UTF8 for its text encoding.
we changed from using X locales to UTF8 between 1.0.4 and 1.1.0 - if your
encoding is UTF8 it will work. all text is expected to be in utf8 in the api (as
part of making all of E's libs have modern api's we ditched the old encoding

if you use a utf8 locale.. bingo - it will work :)
