Most probably you answered yes to the debconf question if you would
like to start mysqld on boot time which for most people mean that the
server should always be running.
Please run the following as root and check if your start_on_boot is
also "rue":
# debconf-show mysql-server
* mysql-server/start_on_boot: true
mysql-server/postrm_remove_databases: false
* mysql-server/mysql_install_db_notes:
mysql-server/nis_warning:
mysql-server/mysql_update_hints1:
