I would say the enclosed racks are the best idea. Since the dot bomb era you can find them pretty cheap now. I just bought three sun 42Y cabinets for $100 a piece in Baltimore.

Relay/Telco racks can be a different story altogether, since they're
frequently only two-post open racks, which will often require different
mounting hardware for servers. Ideally, if you want to keep the noise and
clutter down, you really want a 4-post cabinet rack, and probably
half-height (20U to 30U). These can frequently be found on ebay for a few
hundred, but transporting them is an issue. Ground freight can frequently
cost more than the rack, so I'd only recommend ebay if you can bid on one
that's local, or cheaply enough that the freight cost isn't a problem.

But I agree, surplus racks can sometimes be found for cheap or even free.
Spending $2000 for 48U (48? Yikes, 42U is pretty standard) seems excessive
for home use.

Mine is a 22U cabinet from ebay... the downside being that it's short
depth (only 24" externally), so I had to remove the back door and let the
servers stick out a few inches. But a plexi front door does wonders to
contain the sound.
