Error 404 WebLogic 10 and Cactus

Receive 404 error when attempting to runa simple Cactus test.
Used same setup procedure to create a test in WebLogic 9.2 without a problem.
I've made sure my Java Runtime is using Sun's jdk150_11
Logging has been commented out.
cactus.properties file has:
cactus.contextURL = http://localhost:7001/test
cactus.servletRedirectorName = ServletRedirector
matching ServletRedirector set in the web.xml file.
Is there something extra that has to be done with WebLogic 10.2.
Any suggestions would be greatly appreciated.
