A separate body to conduct the elections-Not ECs to conduct the election for 
I am sure, we don't want to push the concerns away.

At ICANN, the Nomcom isn't responsible for conducting the elections.  The
(misnamed) Nomcom at ICANN is responsible for choosing a subset of the board.
