Sorry, John.  I did some more looking and apparently the Shutdown
option on close lid is available on Vista only.  Numerous XP users are
apparently looking for the same thing you and your friend are seeking.

I had a problem very close to that with my XP desktop.  System would
hang and not go to standby.  Making it worse was a "standby" key on
the keyboard that I was constantly hitting by accident when reaching
for stuff.  Finally got so frustrated by it I popped off the keycap
and physically disabled the key underneath, then replaced the keycap
just for looks.

If you don't find anything, a shortcut might be a fallback option.

ISTM, however, that what a system does when the lid is closed would
have to be specified somewhere in the registry.  If one could find it,
perhaps the registry key could be edited to point to shutdown.exe. The
problem is I couldn't suggest where to begin looking for it.
