AFAIK thats not quite correct. An animated .gif is just a collection of
frames made into an animation. You can do the same with sheets of paper
and "flicking" them. Perhaps see:

Have you got an example of this type of animation?
It might be possible to get a movie clip, split it into individual frames
and recreate them into a .gif. The advantage of the .gif format is that
it supports transparency which makes it good for web pages.
For the very occasional time when I have needed to make an animated .gif
I use Gimp. You can use any size of image you want. Make a base image
with a background then add transparent layers, moving the "object" a
little at a time on each layer. Save as a .gif and thats it. Thats
probably the way you made them. Needs a bit of skill and talent. However
I am sure that there are better and more sophisticated apps for this than
Gimp.
