proxy server

hi guys, i don't know if this si the right forum to post, i didn't
know where else to look for help.

I'm considering to buy a subscription to a proxy server up to $10 a
month to protect my privacy from the big brother. So i was wondering
if someone knows a good proxy server that lets me:

a) surf,
b) download,
c) use the most common file sharing systems (Torrent, E-Mule,...) in
total and complete privacy.
