Firstly it's anything upto 8Mbps, not a guaranteed 8Mbps....

Have you tried rebooting the router?

By moving to another property you will be on a completely different 
line, possibly exchange as well, with different characteristics which 
may hold your speed down to 512kbps if not 256kbps (yes as low as 
that).  What are your line stats, somewhere deep in the bowels of that 
machine there will be a diagnostics page which will give you these, 
check to make sure that the SNR is 6dB.  If it is vastly higher then 
your B-RAS may be locked, only way around that would be the 4 hour 
call to Bangladore.  If it is around the 6dB mark then that's it, 
unless you can tweak your internal wiring.  Managed to get one end 
user from 1.6Mb to 6.8Mbps just by correctly wiring his extensions, no 
differences in the loop loss it was just the noise that they were 
picking up thru the mismatch of split pairs, multiple master sockets & 
at one point the a & b legs were reversed..

You have of course checked from the test socket in the NTE5 & you have 
(off course) made sure that all telephony points, which are in use, 
are filtered & that the filters are all working correctly ?
