But there has to be some instruction set in the message somewhere that tells 
OE
"do not display w; display V; do not disply h; display I;" and so on, since 
what appears on my screen is not
'w V h I s A j G u R l A from n 3 g , b 3 a 3 $' but 'VIAGRA from 3,33$'. 
It's not just omitting lower-case letters, because it displays words like 
'from' and 'many'.

Yes, I know what this type of letter string is trying to do.  I'm asking: 
how does it do it?  How does it all get put back into English?
