The Path is set as an environment variable. If you check System in Control
Panel, click Advanced, you will see Environment Variables. The Path
variable will have some entries. Anything within this path will show up if
you type it into Start, Run, IIRC.
I think Start/Run is a bit limited. I use Find and Run Robot which is dead
easy and is activated by hitting the Pause/break key. You can do all sorts
of things with this including starting websites.
