Basically any executable in the PATH can be run just by typing in the file
name. Others not in the path require you enter the path.

What do you mean in the path? For example I typed in scandisk and got an error. I typed in defrag, nothing happened. How can it be known what's in the path? Do you know a website with the commands that work?
